• Sakeus Sacky Shanghala – former justice minister and was attorney general during the signing of the agreement

• Victoria de Barros Neto – former fisheries minister
• Joao de Barros – son to fisheries minister
• Antonio Santos Francisco – a close associate of Victoria de Barros Net. Involved in the early stages.
Samherji Main role players & beneficiaries
• Thorsteinn Mar Baldvinsson – CEO & main owner of Samherji
• Ingvar Juliusson – financial manager and chief accounting officer in charge of Samherji international and works under Thorsteinn Mar Baldvinsson. He is one of the main planners and he made the payments from Esja Seafood in Cyprus to Tundavala Invest Limited in Dubai. He manages most of the companies in Cyprus, mostly likely in Mauritius & other countries.
• Adalsteinn Helgasson – key manager for Samherji group. He retired in 2016.
• Egill Helgi Arnasson – manager Mermaria Seafood Namibia and other related companies in Namibia from 2016. He manages Samherji’s Las Palmas, Gran Canaries, Spain. He played a key role in managing the Samherji project in Namibia by escalating corruption.
