City of Windhoek’s executive for economic development and community services, Fillemon Hambuda, who has defected to the IPC has said that it is cold outside Swapo because the party makes it hard for one to sustain a living.
Hambuda is contesting under the IPC banner in the upcoming polls slated for November the 25th.
He told Eagle FM this week that many that are seeking change are afraid of doing so because “they do not want to leave their bread or bread being taken out of their mouth”.
He added that the motive for his joining politics was because governance at the municipality was in crisis.
“People are not respecting the institutional governance structure. Now the one issue that you know for a fact: Where you appoint a junior to be a CEO while your CEO is sitting in his office. To make decisions? Serious decisions? That is not governance! My only problem really is about governance.
“If your governance is broken, forget about accountability. Forget about transparency and ethics. Governance is an enabling systematic methodology to ensure that decisions, sound decision are taken, but if you cannot have that, you make decisions out of the governance structure and what I feel what is happening spurs me to say maybe you can come and involve yourself in reenacting the governance structure of the city of Windhoek in order for people to start experiencing and putting accountability first.
Once that happens, transparency, efficiency and ethics will come in,” he says.
